This is what often happens with Latvian crackdowns on tax evasion and other things.<BR/><BR/>We seem to be a step ahead of Estonia on legal immigration, since Latvia does not have quotas on foreign workers at all (and, hence, there is no need to increase them). Active recruitment along the lines of Poland/CZ Republic has not started in Latvia, though, and sounds unlikely.<BR/><BR/>BTW, Estonia does have a substantial number of Polish guest workers (at least 1000, according to Estonian press).
